Taiwan’s Ministry of Finance (MoF) officially announced on Monday that it had asked the Ministry of Economic Affairs (MoEA) to initiate anti-dumping investigations into cold-rolled, flat-rolled non-oriented electrical steel products from China and South Korea, Kallanish learns.
The products subject to this investigation are non-oriented electrical steel, regardless of whether or not in coils, having thickness of 0.135 millimetre or more, and 0.715mm or less.
They are classified under HS codes 7210.70.10, 7210.70.20, 7210.7030, 7210.70.90, 7210.90.10, 7210.90.20, 7210.90.30, 7210.90.90, 7212.40.10, 7212.40.20, 7212.40.30, 7212.40.90, 7212.50.10, 7212.50.20, 7212.50.30, and 7212.50.90.
As well as HS codes 7225.11.00, 7225.19.10, 7225.19.20, 7225.19.30, 7225.99.10, 7226.11.00, 7226.19.10, 7226.19.20, 7226.19.30, and 7226.99.90.
All manufacturers and exporters in China and South Korea will be investigated. However, China Steel Corporation (CSC) of Taiwan specifically named Posco of South Korea, Baosteel, Wuhan Steel, Shougang, Tisco, Ansteel and Baogang of China in its application.
In the application, CSC also stated that the dumping margins for South Korean and Chinese manufacturers/exporters were 35.85% and 17.62%, respectively.
According to the application, the proportion of these products supplied by China and South Korea to Taiwan's has surged from 41.6% in 2022 to 72.2% in the first half of this year.
According to the procedure, MoEA will complete its investigation within 40 days and notify MoF of the results. After a series of procedures involving both ministries, the final decision on whether to impose anti-dumping duties should be made within the following 180 days.
