South Korea's Ministry of Economy and Finance (MOEF) has announced a draft regulation to impose anti-dumping (AD) duties on imports of carbon and other alloy steel hot-rolled plates from China.
The new rule follows an investigation launched on 4 October 2024, which confirmed that Chinese-origin hot-rolled plate imports had caused material injury to the domestic industry.
The proposed AD duty rate is 34.1%, applicable for five years from the date the rule comes into effect, Kallanish notes.
The duty will cover flat-rolled products of iron, non-alloy or other alloy steel classified under HS codes 7208.51.1000, 7208.51.9000, 7208.52.1000, 7208.52.9000, 7225.40.9010, 7225.40.9091, and 7225.40.9099. The affected products are plates with thicknesses of 4.75mm or more, widths of 600mm or more, not in coil form, and not cold-rolled.
However, several pressure vessel steel grades, including ASME SA516-70 (≥134mm), SA299-Grade B (≥50mm), SA302-Grade B, and SA302-Grade C, are exempt from the measure.
The provisional list of affected exporters includes Sino Commodities International Pte. Ltd., Xiamen ITG AI Cloud Solutions Co. Ltd., and other Chinese suppliers, which will face the 34.1% AD duty. An exception applies to wear-resistant and high-tensile plates used for construction machinery and special-purpose vehicles, which will not be subject to the duty.
Certain suppliers will be excluded from the measure after reaching price undertakings with the South Korean government (see table below).
The proposal, published on 31 October, invites public comments until 14 November through the national legislation portal.
