Vietnamese HRC users turn to domestic offers

The import market for hot rolled coil in Vietnam was very quiet last week, Kallanish notes. Formosa Ha Tinh Steel (FHS)’s opening of its orderbooks for August/September domestic orders on 9 July and the strong price rebound on the Shanghai Futures Exchange contributed to the market sluggishness.

Offers for China-origin 2m width, 3-12mm thickness Q235 grade HRC were prevailing at $463-465/tonne cfr Vietnam for shipment by September/October. Moreover, an offer for Chinese 1,900-2,000mm wide 3mm base thickness Q195 grade HRC was seen at $469/t cfr Haiphong.

These did not attract any takers. Vietnamese buyers had already booked large quantities of wide-width Chinese Q235 grade HRC at $450-454/t cfr in late June. This wide-width HRC is exempt from Vietnam’s final anti-dumping duties of 23.01-27.83% which apply to Chinese HRC up to 1,880mm width. The duties took effect from 6 July.

Kallanish assessed SAE grade 2-2.7mm thickness HRC at $480-485/t cfr Vietnam, unchanged week-on-week.

Traders report that offers for HRC imports of other origins including Indonesia and South Korea were unavailable in Vietnam last week.

Instead, HRC users were focused on buying up FHS’s allocations for August/September, which were released at $497-507/t cfr southern Vietnam,  trading sources say. Fellow Vietnamese HRC producer Hoa Phat sold out in early July its HRC allocation for August delivery.
