Pakistan extends Chinese CRC anti-dumping duties, drops Ukraine

Pakistan has extended definitive anti-dumping duties on cold-rolled steel coil and sheet imports originating in China for five years, effective 13 January. Authorities have, however, terminated duties on CRC imported from Ukraine, Kallanish notes.

The National Tariff Commission (NTC) has finalised the imposition of 13.17-19.04% duties on imports from China.

“Based on the review investigation, the Commission has determined that there is a strong likelihood of continuation of dumping of the product under review from China if anti-dumping duties imposed on dumped imports of the product under review from China are terminated,” says NTC. “However, there is no likelihood of recurrence of imports of the product under review from Ukraine.”

The scope of the product under consideration is flat-rolled products of iron or non-alloy steel. This entails cold-rolled (cold-reduced), not clad, plated, or coated (CR coils/sheets/strips), of prime and secondary quality, of a thickness ranging from 0.15-3mm and width up to 1,250mm. Cold rolled steel used in automotive skins of four-wheeler vehicles, stainless and special steel grades are excluded from the duties.

The product falls under HS codes 72091510, 72091590, 72091610, 72091690, 72091710, 72091790, 72091810, 72091899, 72092510, 72092590, 72092610, 72092690, 72092710, 72092790, 72092810 and 72092890.

The product impacted is generally used in the production of automotive parts, sub-assembly/inner body parts, fabrication of goods like doors/cabinets, pipes, tubes, refrigerators, washing machines, geysers, and ovens.
