Beijing lists more guidelines on '22 economic development

Beijing released more guidelines for the 2022 national economic development at the annual Central Economic Work Conference over December 8-10, though the principle remained the same as shared at the earlier meeting among top leaders of the Communist Party of China on December 6 that stability should be prioritized over progress pursuit.

 

Other than the remarks at the meeting of the CPC leaders on December 6, the three-day work conference called for the attention to the three-layer pressures including shrinking demand, impact of supply, and lower expectation for the coming 2022, according to a release on www.gov.cn on the evening of December 10.

Beijing called for new taxation and fee reduction measures, greater support to the medium-, small-, and micro-sized enterprises, entrepreneurs, and manufacturers in minimizing risks, and bringing forward some of the investments in the infrastructure construction in an appropriate manner for 2022 economic development.

To achieve common prosperity, China will need to make a "bigger" cake first before figuring out how to share it among the citizens fairly and squarely, and Beijing called for enterprises and social institutions with bandwidth to actively participate in charity work.

As for China's property market in 2022, the latest meeting reiterated that "houses are for living, not for speculation", encouraged new development models such as combining buying and renting and building affordable housing projects to satisfy reasonable housing needs, and allowing for varied efforts by different cities, all for a healthy and positive development.

As for carbon emission peak and carbon neutral targets, these are crucial requirements for high-quality economic development but must not be achieved via campaigns, the meeting pointed out.

Instead, the targets request collaboration and cooperation across the country with the priority on resources conservation and at the same time preventing risks by gradually replacing the traditional energy with safe and reliable new energies.

The meeting repeated that coal is a core energy resource for the country, and clean and efficient utilization, as well as optimizing the combination of coal and other new energies should be sought after.

Besides, Newly-installed renewable energy capacities and related raw materials should not be included in the country's total energy consumption control, and the ongoing power consumption and power intensity curbing measures should be upgraded to the surveillance over carbon emission volume and intensity via the series of stimulating and restrictive measures.

Large-scale with state-owned enterprises in particular in China should take a leading role in help stabilize energy supplies both in volume and prices, aiding the country to develop into a country strong in energy supply instead of just being the largest, according to the meeting.
