In 2025, Ukraine increased its consumption of steel products (rolled and semi-finished products) by 21.7% compared to 2024, to 4 million tons. This is evidenced by data from Ukrmetprom.
Over 12 months, 1.6 million tons of steel products were imported into Ukraine, which is 31.2% more than in the previous year. Imports account for 40.1% of the domestic rolled steel consumption market in the country. The share of imports in domestic consumption of steel products increased by 2.49 percentage points year-on-year.
The import structure is characterized by a significant dominance of flat rolled products over long products – 67.88% and 22%, respectively. In 2024, the dominance of flat rolled products over long products was also significant – 79.61% and 18.83%, respectively.
In total, Ukrainian steelmakers produced 6.52 million tons of rolled products last year, which is 4.8% more than in 2024. 4.12 million tons of steel products were shipped for export, which is 1.1% less y/y.
2.39 million tons of rolled products and semi-finished products were supplied to the domestic market, which is 16.9% more than in the previous year. In 2025, Ukrainian steelmakers increased shipments of products to the domestic market, with exports accounting for 63.2% of total production for the period, compared to 67% a year ago.
The share of flat rolled products in export deliveries increased to 44.1% from 39.2% a year earlier. The share of long products in export deliveries increased to 21.7% from 14.7%, while the share of semi-finished products fell to 34.2% from 46%.
The main export markets for Ukrainian rolled steel products over the 12 months were the European Union (82%), other European countries (8.5%), and the CIS (5.3%). Among steel importers, other European countries ranked first (49.4%), followed by Asian countries (22.8%) and the EU (22.1%).
As reported by GMK Center, consumption of steel products in Ukraine in 2024 decreased by 6.26% year-on-year – to 3.288 million tons. Over the year, 1.235 million tons of steel products were imported, which is 10.2% more year-on-year, and about 4.17 million tons of products were exported, which is 39.7% more year-on-year. Domestic production amounted to 6.22 million tons (+15.8% year-on-year).
