The Korea Trade Commission (KTC) has recently formally launched an anti-dumping investigation into cold-rolled products of carbon steel or alloy steel surface-treated with zinc or zinc-alloys (galvanized steel) from China, Kallanish learns.
The application was jointly filed by domestic manufacturers Dongkuk CM Co, KG Steel Co, and SeAH CM Co.
According to the investigation initiation document, these companies had submitted their applications on 31 July, but they were rejected. After submitting supplementary materials, KTC decided to launch the investigation approximately four months later.
The survey primarily targets galvanized steel in the forms of coils, sheets, or plates, including corrugated products and products coated with paint, varnish, or plastic, with a thickness under 4.75mm. Electroplated zinc products and galvannealed products through annealing are excluded.
The products are classified under HS codes 7210.41.0000, 7210.49.9010, 7210.49.9090, 7210.61.0000, 7210.70.2000, 7212.30.9010, 7212.30.9090, 7212.40.2000, 7225.92.9091, 7225.92.9099, and 7226.99.3000.
The period of injury investigation is set for 1 January 2021, to 30 June 2025.
Seven Chinese suppliers were listed separately in the investigation initiation document: Angang, Baogang, Baowu, Bengang, Handan Steel, Maanshan Steel and Wuhan Steel. The applicant companies stated that their dumping rate was 33.67%.
Currently, Japan and Vietnam are also investigating Chinese galvanized steel (see Kallanish passim). HS codes for the products involved largely overlap with those mentioned above but are not entirely the same.
