Thailand's Ministry of Commerce has imposed definitive anti-dumping (AD) duties on imports of hot-rolled H-beam structural steel from China, following the completion of its investigation under case AD1051, according to its official notice in the Royal Gazette.
The measures target Chinese-origin products under HS codes 7216.33.11.000, 7216.33.19.000, and 7216.33.90.000, with duties applied to major Chinese producers including Maanshan Iron & Steel (30.86%) and Hebei Jinxi Section Steel (54.19%), Kallanish notes. Other exporters will also face an AD duty of 54.19%.
Products that meet certain exemption conditions are exempt from tariffs. Importers that produce finished products for re-export, or who operate under investment promotion privileges from the Board of Investment (BOI) or the Industrial Estate Authority of Thailand may seek duty exemptions under applicable laws, the document notes.
The investigation, launched on 4 November 2024, found that Chinese imports had surged sharply, exceeding 82,000 tonnes from January to September 2024 during the investigation period. This was more than double the volume a year earlier, with China's market share rising to 98%, up from 85% in 2023. The DFT concluded that these imports had materially injured Thailand's domestic section steel industry through price undercutting and market displacement.
Under the final determination, AD duties will remain in force for five years from 11 November 2025, and importers must declare the origin and exporter name at customs for proper application of the rates.
Thai producers welcomed the decision as necessary to restore fair competition in the structural steel market, which has faced increasing import pressure amid soft domestic demand.
