Thailand's Ministry of Commerce has confirmed the initiation of a circumvention investigation into imports of China-origin galvanised cold-rolled steel sheets in coils and non-coils.
The investigation will examine whether imports from around ten designated Chinese companies have engaged in activities such as re‐labelling, changes in product specification, or minor processing in a third country in order to evade the anti-dumping duties currently in force, Kallanish notes.
According to the official notice published in the Royal Gazette, the ministry has decided to extend the scope of the current anti-dumping measures to include these companies while the investigation proceeds. Evidence suggests the products are entering the Thai market by circumventing existing anti-dumping duties through adding aluminium-magnesium alloy, thereby undermining domestic producers.
Among the named exporters are Tianjin Rolling-One Steel Co., Ltd., Bazhou Jierun Industrial Co., Ltd., Bazhou Shengfang Zhixing Pipe Co., Ltd., Bazhou Hongsheng Industrial Co., Ltd., Hebei Donghai Special Steel Group Co., Ltd., and Shandong Qiangang Metal Technology Co., Ltd., along with multiple related subsidiaries.
Other listed entities include Hebei Zhaojian Metal Products Co., Ltd., Tangshan Donggang Sheet Metal Manufacturing Co., Ltd., Jiangsu Gangzheng Steel Sheet Science and Technology Co., Ltd., and Zhejiang Huada New Materials Co., Ltd., as well as companies tied to the Antai Technology Group and the China Iron and Steel Research Group.
The ruling also names Tianjin Xinyu Color Plate Co., Ltd., Tianjin Haoyu Century Import and Export Co., Ltd., Tianjin Yurunde Metal Products Co., Ltd., and Guanxian Renze Composite Materials Co., Ltd. among those subject to duties.

The notice stipulates that interested parties must submit factual statements, evidence, and written opinions to the Ministry of Commerce within 30 days from the date of publication to cooperate with the investigation.
