The United Arab Emirates has initiated an anti-dumping investigation into imports of heavy steel sections from China, according to notice No. 45 issued on 10 October by the Ministry of Foreign Trade, seen by Kallanish.
The case was initiated following a complaint from Emirates Steel Industries, the UAE’s sole producer of heavy sections, which therefore represents the country’s domestic industry.
The complaint alleges that Chinese exporters have been selling heavy sections in the UAE market at “dumped prices”, causing material injury to local producers.
The products under investigation include heavy sections of iron or non-alloy and alloy steel not further worked than hot-rolled, hot-drawn or hot-extruded, classified under HS codes 7216.31, 7216.32, 7216.33 and 7228.70, covering U, I and H sections with a height of 80mm or more as well as alloy steel angles and shapes.
Emirates Steel claims that the volume of dumped imports from China has increased significantly in both absolute and relative terms, resulting in price depression, declining profits, reduced investment and cash flow, and a loss of market share.
The period of investigation for dumping covers 1 July 2024 to 30 June 2025, while the injury analysis spans 1 January 2021 to 30 June 2025.
