Thailand to impose AD duty on Chinese H-beams

Thailand's Department of Foreign Trade (DFT) is seeking to impose anti-dumping duties on H-beams from China for a period of five years, according to a recently released draft final determination.

The impacted products fall under HS codes 7216.33.11.000, 7216.33.19.000 and 7216.33.90.000. The AD investigation was initiated on 14 November 2024 (see Kallanish 22 November 2024).

The anti-dumping duties based on CIF price is 30.86-54.19%. Maanshan Iron and Steel (Magang) will face a duty rate of 30.86%, and Hebei Jingxi Section Steel and other producers and exporters will see a rate of 54.19%. 

The DFT will hold a public hearing concerning the draft final investigation results on 2 October.

There are two domestic producers of hot-rolled H-beam products in Thailand, Siam Yamato Steel Lek Sap, with a capacity of 1.6 million tonnes/year. The domestic demand during the investigation period was around 21.9% of the country’s capacity.

China has a H-beam capacity of around 34mt/y in 2025 and 2026, and production is estimated to be around 24mt/y.

Meanwhile, China's domestic demand is estimated to be around 21-22mt/y, indicating an excess output of 2.41-2.51mt/y.

Vietnam, South Korea, Indonesia and South Africa have implemented AD measures against hot-rolled H-beam products originating in China, according to DFT's release.

Thailand imported 57,032t involved H-beam products from China in January-July this year, accounting for 90.5% of total imports of Thailand in the period.
