India probes dumping of Chinese alloy steel imports

India’s alloy steel industry has lodged an anti-dumping complaint against low-priced Chinese alloy steel wire rod imports, Kallanish notes.

The Alloy Steel Producers Association of India (ASPA) filed the case with the Directorate General of Trade Remedies (DGTR) on 31 July 2025.

ASPA members include JSW Steel, Jindal Steel, Kalyani Steels and Mukand Sumi Special Steel. The group says Chinese alloy steel wire rod imports have risen sharply in the past three years at prices well below Indian levels, damaging domestic competitiveness.

India has capacity to produce 18-20 million tonnes/year of alloy steel, used in automotive, defence and aerospace industries. The industry fears continued low-priced imports will harm utilisation and investment.

In April, the Indian government imposed a 12% temporary safeguard duty on select steel products to curb cheap Chinese shipments. The new petition seeks anti-dumping duties to address alleged below-cost sales.

The DGTR will now investigate if dumping has occurred and whether it has injured Indian producers. If confirmed, the authority could recommend duties alongside or beyond the current safeguard levy.

This case adds to a wave of protectionist moves in India’s steel sector, including recent petitions from stainless steel producers seeking action against cheap imports.
