Pakistan extends anti-dumping duty to Chinese galvalume imports

Pakistan’s National Tariff Commission (NTC) is to extend the existing anti-dumping duties to cover imports of Chinese-origin galvalume steel, citing circumvention of earlier duties on galvanized steel products, Kallanish notes.

The move follows a petition by domestic galvanised steel coils and sheets producers, International Steels and Aisha Steel, who argued that imports of aluminium-zinc coated steel or galvalume, had surged since the imposition of AD duties on zinc-coated or galvanised steel in 2018, undermining the intended trade remedy.

The product under investigation for the purposes of the anti-circumvention investigation was flat-rolled products of iron or alloy steel or non-alloy steel, plated or coated by hot dip galvanization with 43.5% zinc, 55% aluminium and 1.5% with silicon and other metals in small proportions. They are classified under Pakistan’s customs tariff headings numbers 7210.6110, 7210.6190, 7210.6910 and 7210.6990.

The NTC's investigation found that galvalume and galvanized steel are near-identical in physical properties, end-uses, production processes and pricing. Both are used in roofing, construction, appliances and automotive applications and can substitute each other in most applications.

Trade data presented in the final determination showed a significant increase in galvalume imports after the original AD duty came into force, while galvanised imports declined.

The NTC ruled that this shift in import patterns indicated circumvention of existing duties on galvanized steel, with galvalume imports from China hurting local producers.

“Based on the application, the Commission’s analysis of submissions received, the Commission makes the finding in relation to galvanized steel coils/sheets exported from China that a circumvention activity in the form of slight modification of the goods exported to Pakistan has occurred,” the NTC says.

As a result, the NTC decided to extend existing antidumping duties imposed on dumped imports of galvanized steel coils/sheets from China on products under investigation from China, “keeping in view the circumvention of the investigated product, change in pattern of trade and consequent undermining of remedial effects of anti-dumping duties.”

“As no exporter/foreign producer from China has cooperated with the Commission, therefore, anti-dumping duty rate of 40.47% as applicable on ‘all other exporters/foreign producer’ is imposed on imports of galvanized steel coils/sheets from China,” the NTC concludes.

Galvalume steel imports from China will now also attract the same anti-dumping duty applied to galvanised steel products, effective immediately.

The measure is aimed at restoring fair competition and protecting the domestic flat steel industry.  The NTC notes the anti-dumping duty on galvalume steel coils or sheets will be applicable from the date of its notification on 27 June 2025, until 8 February 2027.
