Vietnam has levied final anti-dumping duties of 23.01-27.83% on Chinese-origin hot-rolled coil, Kallanish notes.
A notice dated 4 July from Vietnam’s Ministry of Industry &Trade (MOIT) states that the duties will be applied for five years effective 6 July 2025 (see table below).
At the same time, Vietnam’s anti-dumping investigation on India-origin HRC imports was terminated and this product will not face any duties.
The products involved are carbon and alloy HRC products with thickness of 1.2-25.4mm, width not exceeding 1,880mm, and carbon content up to 0.3% by weight. They are listed under HS codes 7208.25.00, 7208.26.00, 7208.27.19, 7208.27.99, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.20, 7208.39.40, 7208.39.90, 7208.51.00, 7208.52.00, 7208.53.00, 7208.54.90, and 7208.90.90, 7211.14.15, 7211.14.16, 7211.14.19, 7211.19.13, 7211.19.19, 7211.90.12, 7211.90.19, 7225.30.90, 7225.99.90, 7226.91.10 and 7226.91.90.
Provisional anti-dumping duties of 19.38-27.83% were previously levied on Chinese HRC for 120 days as from 8 March. Customs data show that Vietnam imported 11.72 million tonnes of the targeted HRC last year from all origins, a 26% year-on-year increase. Volumes from China surged 38% to some 8.4mt (see Kallanish passim).
