Vietnamese buyers resume buying Chinese wide-width HRC

The import market for standard-width hot rolled coil in Vietnam was quiet last week, Kallanish notes. However, Vietnamese buyers resumed buying wide-width HRC from China after news circulated that the Vietnamese authorities needed time to evaluate any trade action against the rising imports of this size material.  

One Indonesian mill is directly offering 3mm base thickness SAE1006/SS400 HRC at $483-490/tonne fob ($503-510/t cfr Vietnam).

Buyers want to buy at $470-475/t fob so the mill is not closing deals at the moment, a trader says. A trader is offering 3mm base SAE 1006 HRC, end-September shipment, from the same Indonesian mill, at a lower price of $493/t cfr Vietnam.

There was a pick-up in buying for wide-width HRC after a draft conclusion report on an ongoing final anti-dumping investigation on Chinese HRC imports of up to 1,880mm width, released last week, did not extend to wide-width material. 

Certain Vietnamese importers have switched to Chinese HRC wider than 1,880mm in order to circumvent provisional anti-dumping duties which were imposed in February.

It was publicised instead that Vietnam’s Trade Remedies Authority had submitted a proposal to the Customs Department to boost the monitoring of HRC wider than 1,880 mm. Trade officials were said to be evaluating the need for a separate investigation into circumvention which would require new petitions and supporting evidence from domestic producers.

Deals for 2,000mm width, 3-12mm thickness Q235 grade HRC from China for August shipment concluded at around $452/t cfr Vietnam, trading sources say.

A Vietnamese trader heard that 50,000t for such grade and width Chinese HRC was booked around 24-25 June. Buyers are more confident about buying wide-width HRC, he says.

Up to 80,000t was booked but mills have raised offers to $454-455/t cfr Vietnam, another trader says Friday.
