Pakistan reviews AD duty on Chinese billet

Pakistan's National Tariff Commission (NTC) has initiated a second sunset review of the anti-dumping duty on Chinese continuously casted steel billet in response to an application from domestic producers, including Amreli Steels, Mughal Iron & Steel and Frontier Foundry Steel.

The affected semi-finished product is used by re-rolling mills in production of steel bars, wire rod, beams, channels and T-iron.

It falls under HS codes 7207.1110, 7207.1190, 7207.1210, 7207.1290, 7207.1910, 7207.1920, 7207.1990, 7207.2010, 7207.2020, 7207.2090, 7224.1000, and 7224.9000.

The current AD duty of 24.02% expired on 22 June but will remain enforced pending the outcome of the review.

The sunset review will evaluate the 1 January 2022 to 31 December 2024 period. Its conclusion is expected within 12 months of the review initiation notice issued on 20 June.

Pakistan first imposed tariffs of 24.02% on Chinese billet for a period of five years in June 2017 (see Kallanish 26 June 2017). It commenced the first sunset review in June 2022 and decided in October 2023 to extended the AD duty for three years from 22 June 2022.

Pakistan did not import billet from China in the past 12 months. But "the applicants have claimed that there is a likelihood of continuation or recurrence of dumping of the product under review into Pakistan by the exporters/foreign producers from China, which may lead to continuation or recurrence of injury to the domestic industry", NTC notes.
