The Eurasian Economic Union (EAEU) has extended anti-dumping measures on imports of Chinese hot-deformed seamless stainless pipe until 9 June 2030, Kallanish learns from the Eurasian Economic Commission (EEC) internal market protection department.
The investigation was petitioned for by Volzhsky Pipe Plant, Pervouralsk New Pipe Plant and TMK’s Chelpipe.
The measure applies to seamless pipes of a circular cross-section made of corrosion-resistant steel with an outside diameter of up to 650mm inclusive, manufactured by hot deformation (EAEU TN VED codes 7304 49 100 0, 7304 49 930 1, 7304 49 930 9, 7304 49 950 1, 7304 49 950 9, 7304 49 990 0).
The probe was initiated due to the expiration of the existing anti-dumping measure established in December 2019. The amount of the anti-dumping duty is 15.5% of the customs value.
“The applicable measure was supposed to expire on 31 January 2025. However, EEC received an application, based on the results of which a repeat anti-dumping investigation was launched on 25 September 2024,” it says.
Earlier, the EAEU relaunched an anti-dumping investigation into Chinese cold-formed seamless stainless steel pipe (see Kallanish passim).
In 2021, it extended for five years anti-dumping duties on various seamless pipes from China. The duties range from 12.23% to 31%, depending on the manufacturer. The products in question are OCTG pipe.
