Thailand’s Ministry of Commerce has opened a review of anti-dumping duties against China-origin high-carbon wire rod imports. The duties of 12.26% to 36.79% are due to lapse five years after they were implemented following a sunset review in May 2020, Kallanish notes.
The affected products are those with 0.76-0.92% carbon content, measuring less than 14mm in diameter, and are categorised under the following 21 HS tariff lines: 7213.9130.021, 7213.9130.022, 7213.9130.030, 7213.9130.031, 7213.9130.090, 7213.9190.021, 7213.9190.022, 7213.9190.030, 7213.9190.031, 7213.9190.090, 7227.4010.052, 7227.4010.090, 7227.9090.050, 7227.4090.051, 7227.4090.052, 7227.4090.053, 7227.4090.054, 7227.4090.055, 7227.4090.056, 7227.4090.059 and 7227.9000.090.
A duty of 12.26% was levied on the targeted wire rod products from Benxi Beitai Gaosu Steel Wire Rod, 15.04% on wire rod from six entities (Zhangjiagang and Jiang Sheen-faith) under the Jiangsu Shagang Group, and 20.56% on Jiangsu Yonggang Group.
All other Chinese exporters faced a 36.79% tax.
The ministry says importers are required to open a bank guarantee for the collection of the duties during the review period.
Thai authorities had imposed an anti-dumping duty of 5.17-33.98% on the targeted products on 17 October 2014 and subsequently launched the first anti-dumping sunset review on 15 May 2019.
