Australia reviews duties on Chinese rebar

Australia has recently initiated a second anti-dumping sunset review investigation on Chinese rebar at the request of domestic steel company InfraBuild (Newcastle) Pty, notes Kallanish.

The investigation targets steel reinforcing bar with diameters up to and including 50 mm. Plain round bar, stainless steel and reinforcing mesh are not involved.

They are classified by HS codes 7213.10.00.42, 7214.20.00.47, 7227.90.10.69, 7227.90.90.01, 7227.90.90.02, 7227.90.90.04, 7228.30.10.70, 7228.30.90.40 and 7228.60.10.72.

Australia’s Anti-Dumping Commission will examine the period from 1 April 2024 to 31 March 2025 (the inquiry period) to determine whether dumping has occurred. Meanwhile, stakeholders should submit questionnaires and related materials no later than 11 June.

The statement of essential facts is expected to be released on or before 25 August. The Minister of Industry, Science and Resources will then receive a recommendation from the commission no later than 7 October.

The AD duty was initially imposed on 13 April 2016 and was extended for another five years on 12 April 2021 after the first sunset review (see Kallanish passim). The rate against all Chinese exporters is 19%.

In the first quarter of the year, Australia imported 110,413 tonnes of grade under review, posting an annual increase of 9.3%. Supplies from China, meanwhile, surged from only 278t to 1,045t despite a negligible market share.
