The Egyptian Ministry of Investment and Foreign Trade, through its Trade Remedies Sector, has launched a safeguard investigation into imports of hot-rolled flat steel products, Kallanish notes.
Products under investigation fall under Egyptian customs codes 7208.10, 7208.25, 7208.26, 7208.27, 7208.36, 7208.37, 7208.38, 7208.39, 7208.40, 7208.51, 7208.52, 7208.53, 7208.54, 7208.90, 7211.14, 7211.19, 7225.30, 7225.40, 7226.91 and 7226.99.
The move follows a formal complaint submitted by Al Ezz Dekheila Steel Company and Al Ezz Flat Steel Company, representing the entirety of Egypt’s domestic hot-rolled steel production. The companies allege that a significant increase in steel imports between 2023 and 2024 has caused serious injury to the local industry, according to an official notice.
After reviewing the evidence, the ministry approved the initiation of the investigation. Preliminary findings suggest that imports have grown substantially both in absolute terms and relative to domestic production during the specified period.
The investigation covers data from 2021 through the first half of 2024 and may be extended to include the second half of the year. Interested parties are required to register and provide comments within 30 days of 27 April. The process will include provisions for confidentiality, public hearings, and on-site verification.
The outcome of this case could result in protective measures being imposed to support the local steel sector.
