The Interdepartmental Commission on International Trade (ICIT) initiated an anti-dumping investigation into imports of coated carbon steel flat products from Malaysia to Ukraine. The reason was suspicions that these imports were used to circumvent previously imposed duties on similar products of Chinese origin. This was reported in the Uriadovy Courier newspaper.
Domestic producers, Heavy Metal LLC and MODUL-UKRAINE LLC, filed complaints with the government. They cite facts that may indicate a change in trade routes after the introduction of an anti-dumping duty on Chinese steel in 2023. In particular, there is an increase in imports from Malaysia amid a decline in supplies from China.
According to the Ministry of Economy, there are indications that imports through Malaysia may be an artificial scheme to reduce the customs value and avoid taxation, in particular, anti-dumping duties. In this regard, the Commission issued Decision No. AD-575/2025/441-01 on the initiation of an investigation to be conducted in cooperation with the State Customs Service.
For the duration of the investigation, importers from Malaysia are required to make advance payments to the deposit account of the State Treasury. These funds will guarantee the payment of customs duties in case of confirmation of the circumvention.
The Ministry of Economy called on the interested parties to provide factual information in Ukrainian within the time limits specified by law. The Commission’s decision will come into force 10 days after its official publication.
As GMK Center reported earlier, in January-March 2025, 268.25 thousand tons of flat products were supplied to the Ukrainian market, up 28.8% year-on-year. The main suppliers of products during the quarter were Turkey, Poland, Slovakia, China and Italy.
In 2024, imports of the relevant products reached 983.49 thousand tons (+8.3% y/y).
